Andrew John Volstead was chair of the House Judiciary Committee that framed the enabling legislation for the National Prohibition Act of 1919. The act was from then on called the Volstead Act. Born of Norwegian ancestry in Goodhue County, Minnesota, he was educated at St. Olaf's College. He became a lawyer and was elected to Congress for ten terms from 1903. After Prohibition, he lost his seat. He died in Granite Falls, Minnesota in 1947. (By John Osborne)
