In Paris, Louis Napoleon declares France an Empire and himself its Emperor

With the French Legislature having voted the previous day, the Second French Empire is proclaimed in Paris at the Hotel De Ville. That afternoon, on what is a very wet and cold day, Louis Napoleon enters the city as Napoleon II, Emperor of France. (By John Osborne)
