THE CUBAN SCHEME AT THE SOUTH. – A gentleman who has recently spent some time in Cuba, writes to the New-Orleans Picayune that forty times the thirty millions asked for by the President, would not much facilitate the purchase of Cuba under present circumstances. He doubts, moreover, whether any portion of this country, except the Northern Commercial States is greatly interested in its acquisition, and that it would be injurious rather than beneficial to the South. From his own observation, moreover, he says he is satisfied that, with the exception of American residents in Cuba, and exiles or political malcontents in this country, the people of the Island are decidedly opposed to annexation to the United States.
