    Minnesota Preparing to be a State.

    We find in the St. Paul papers the following proclamation from Governor GORMAN:

    An extraordinary emergency having arisen in the affairs of the Territory of Minnesota, requiring an extra session of the Legislature for the purpose of providing by law for holding Courts, and for enacting such laws as may be deemed necessary to enable the people to form a State Constitution, preparatory to being admitted into the Union as a State; also, for the purpose of disposing of the grant of lands made by the Congress of the United States at its last session, to aid the Territory of Minnesota in constructing certain designated railroads therein, the members of the Council and House of Representatives are therefore required to meet at St. Paul on Monday, the 27th of April 1857, and take into consideration the subjects above specified.
