General J.E.B. Stuart held the second "Grand Review" of his entire cavalry command. Preceded the night before with a ball at the Culpeper County Courthouse, eight thousand Confederate cavalrymen paraded for their commander and his guests, including Senator Louis Wigfall, together with George Randolph and James A. Seddon, the former and sitting C.S.A. secretaries of war.
