CHANGE IN THE CABINET. – The Washington States says that the prolonged indisposition of Gov. Floyd will doubtless cause his retirement from the War Department. It is thought that Hon. C. J. Faulkner of Virginia will succeed him. Mr. Faulkner is eminently qualified for the place – he was beaten for Congress by the people of his District a few weeks ago, and a Whig elected in his place.
