Canadians meet in a convention at Toronto to discuss federation

A Reform Convention with representatives from all over Canada met in Toronto to discuss the future of a federation of the various provinces.  A compromise was worked out between Upper and Lower Canada for a loose federation but this was lost when Parliament later took up the issue and a federal Canada remained as distant as ever.  (By John Osborne)
