New York-born William Marvin had first arrived in Florida as a United States Attorney in 1835 and held several other federal judicial appointments there in the following decades before returning to New York City during the Civil War years. President Andrew Johnson appointed him by proclamation as provisional governor of Florida, its seventh governor and he guided Florida's transition back to full statehood and an elected government, serving until December 20, 1865.
