A powerful Canadian delegation had been meeting with representatives of the U.S. Congress to work out a fresh stimulus to commercial exchange between the United States and Canada. The meeting was unsuccessful, with the Canadian delegation complaining that U.S. proposals concerning Canada's free ports, navigation on the St. Lawrence River, and the opening of Canadian waters to American fisheries were not matched with sufficient reciprocity from Washington.
