With the usual great ceremony, Queen Victoria personally opened the new British Parliament. In the Queen's Speech, read on her behalf by the Lord Chancellor, the intentions of the Conservative administration of Lord Derby to tackle the problem of parliamentary franchise reform in the upcoming session were made clear. This did indeed result in the Reform Bill of 1867 that newly enfranchised hundreds of thousands of male Britons. (By John Osborne)
