With Schuyler Colfax of Indiana in the chair in the House and Benjamin Wade in the Senate, the Fortieth Congress was sitting on this day in its first gathering of its second session. With an overwhelming 173 Republican votes in the House of Representatives, the Fortieth Congress remained presidential veto-proof. (By John Osborne)
