JUDGE HEPBURN’S PROTEST. – The protest entered by Judge Hepburn against the verdict of the jury in the riot case is made the subject of severe comments by the Philadelphia Spirit of the Times, a locofoco paper. Mr. Cummings, editor of the Philadelphia Evening Bulletin, also comments upon the course of the Judge in terms of strong censure, but affects to believe that there must be “some mistake about it.” No mistake at all, Mr. C. Judge Hepburn not only said what we reported him as saying, but we understand still maintains the strict propriety and justice of his remarks on that occasion. The protest is regarded with high favor by the Hagerstown papers.
