This order, in all its military attention to detail and the disposition of "triplicate" copies, is an example of the care with which the United States government tried to carry out the massive task of confirming the new loyalty of former Confederate populations in the South. This version of the order instructing the administering and recording of the "Amnesty Oath" is from General E.R.S. Canby, the commander of the new Department of the Gulf, headquartered in New Orleans, Louisiana. (By John Osborne)
