Secretary of State William H. Seward sent this telegram of congratulations to President Johnson on his Washington's Birthday speech outside of the White House the day before. Loyal to Johnson's views on reconstruction, Seward's curious disregard of some of Johnson's intemperate language condemning congressional Republicans, as a group and by specific name, for ostensibly undermining the Constitution must have reduced further the "moderate" Seward's Republican reputation in an increasingly polarized political situation.
