    GENERAL BLAIR.

    Senator SEWARD, in the speech which we publish to day, confers a new office upon Mr. F. P. BLAIR, Jr., the people of St. Louis county having withdrawn from him that confidence, and the office, which, in a moment of delusion, they conferred upon him in 1856. Mr. BLAIR is nominated as General in Chief of all the Black Republican forces, or, as Mr. SEWARD would have them, the Abolition forces in Missouri, as CASSIUS M. CLAY is, in like manner, appointed to the command of the same description of forces in Kentucky. Gen. BLAIR has had some experience in a campaign of this kind, and, though it may have been very unsatisfactory to him, we have no sort of disposition to check him in the acceptance of the commission. We hope he will at once bring his forces in the field, so that the people may try conclusions with him in this new struggle.
