The second "lame duck" session of the Thirty-eighth Congress of the United States opens in Washington, D.C. It will first sit until its two week holiday recess that begins on December 23, 1864 and then reconvene on January 6, 1865. Schuyler Colfax, Republican of Indiana, continues as Speaker of the House.
