The second session of the 39th Congress opens in Washington, DC

The second "lame duck" session of the Thirty-ninth Congress of the United States opened in Washington, D.C. It sat until its two week holiday recess that began on December 21, 1866 and then reconvened on January 3, 1867. Schuyler Colfax, Republican of Indiana, continues as Speaker of the House.
