Major General David Hunter arrived at Port Royal in South Carolina to take command of the Union Army's new Department of the South. He immediately organized his command into three districts. The Northern District included South Carolina, Georgia, and northern Florida under Brigadier General H.W. Benham. Brigadier General J.M. Brannan was to command southern Florida and its islands in a Southern District and a Western District under Brigadier General L.G. Arnold included the western Florida panhandle to the Georgia line.
