    Reward for Fugitive Insurgents.


    RICHMOND, Nov. 4.
    Gov. Wise has issued a proclamation, offering a reward of $500 each for the arrest of the following named fugitive insurgents: --Owen Brown, Barclay Coppee [Coppoc], Merrian [Merriam] and Tidd.
