In Washington, six-month government figures indicate an hundred million dollar decline in the U.S. national debt

Government figures put the exact amount of the nation's public debt on June 30, 1866 at $2,783,425,879.21.  The October 31, 1866 figures showed that this figure had bee reduced by almost a hundred million dollars to  $2,681,751,081.82. The United States Treasury held exactly $130,326,960.62 cash in hand on this date. Ismail Pasha is proclaimed as the new ruler of Ottoman Egypt and the Sudan.

Ismail Pasha was proclaimed as the Turkish governor of Egypt and the Sudan two days after the death of his uncle, Said I.  In 1867, he was confirmed in the more prestigious title of Khedive, or Viceroy.  He ruled the provinces as a reformer, gaining the name of "Ismail the Magnificant" but was removed from power in 1879.  (By John Osborne)
