South-eastern view of Frankfort - Showing the appearance of the plae from the railroad. The southern entrance of the tunnel through the limestone bluff, and under the State Arsenal and foot path to the Cemetery, is seen on the right. The Capitol and some other public buildings are seen in the central part, Kentucky River in front on the left.

In Russia, authorities reopen the University of St. Petersburg, shut down earlier by student riots

Earlier in the month, students at the Russia's University of St. Petersburg, demanding reform and upset with government plans to restrict entry to the institution by raising fees, had demonstrated and rioted when met with military force. Serious violence was narrowly avoided and no serious casualties were reported. The university had been closed since and authorities reopened it after a two week shutdown.  (By John Osborne)

In Russia, rioting students close down the University of St. Petersburg

In Imperial Russia, students at the University of St. Petersburg, demanding reform and upset with government plans to restrict entry to the institution by raising fees, demonstrated and rioted when met with military force. Serious violence was narrowly avoided and no serious casualties were reported. The university was closed and did not reopen until October 24, 1861.  (By John Osborne)

The King of the Hawaiian Islands announces his kingdom's neutrality in the American War

King Kamehameha IV of the Hawaiian Islands issued a proclamation from his "marine residence" at Kailua declaring his nation's neutrality in the American Civil War.  He barred any of his subjects from engaging in privateering and stressed that neither privateers nor their prizes would be sheltered in the islands except in cases of "dangers of the sea."  (By John Osborne)
