    The President is the head and representative of the great Democratic party. That party had decided majorities in both Houses of the Congress. Yet the President failed in every prominent measure, [recommended?] by him.

    He failed to force the Lecompton Constitution, upon the people of Kansas. – This was a favorite test measure. He failed to get the thirty millions, asked for to aid in negotiating for the purchase of Cuba.

    He failed to get a revision of the Tariff, or any other legislation, for the increase of the revenue.

    He failed to get the war making power into his hands for the ostensible purpose of protecting the transit routes.

    He failed, in carrying out the rule laid down by himself, and announced in his message to Congress, that “he would sign no bill passed during the last three days of the session.”
