    ON THE WANE. – Lincoln’s call for 300,000 more men to defend the “National Capital,” is not being obeyed with much [alacricity?] it seems Ohio has a quota of 12,000 and yet she has only 2,000 in the field. According to Northern accounts, Pennsylvania, New Jersey and Massachusetts have done almost nothing.
