    GEN. SCOTT AND THE SECRETARY OF WAR. – Bits of the correspondence between General SCOTT and Secretary JEFFFERSON DAVIS, recently communicated to Congress, have been made public. They foreshadow the opening of a budget which, for the credit of the country as well as of the parties concerned, ought to be suppressed. Both of these gentlemen have sufficient ability to be very abusive towards each other. Their friends would much rather give them the credit of its possession than witness its exercise.
