PROCLAMATION FROM THE GOV. WALKER- TROOPS TO MARACH AGAINST LAWRENCE.

    ST. LOUIS, Friday, July 17.

The Democrat has advices from Kansas stating that Governor WALKER has issued a proclamation declaring his intention to put down all opposition to the Territorial laws by force, and censuring the citizens of Lawrence and warning them not to organize under the Topeka Charter.

Rumor says that seven hundred troops are summoned to march against Lawrence, and that it is the design of WALKER to retain the Army in Kansas and to break up the Utah Expedition.
