4TH OF MARCH. – To-day the government changes hands. To-day President Buchanan goes out without a party in any section; and to-day Lincoln goes in with a party in only one section. We expect to get his Inaugural Speech on Wednesday morning. What it will be was probably scarcely known to himself before to-day. The public expects an explicit declaration of the policy of his administration. We shall not be surprised if it consist of generalities which may be read in a variety of ways. An explicit declaration of government policy is not usual in Inaugurals.
One thing is settled, we rejoice to see, viz: that Greeley and his set of ultras have been discarded, and the new President has determined, and so informed Greeley plainly, to make up his Cabinet of the moderate men of his party.
