April 27. I think the Administration is working out its difficult problem wisely and energetically.
The Seventh has undoubtedly reached Washington in safety. That seems settled, at last.
Saw Horace Binney, Jr., this morning, convalescing from a low typhoid fever of forty days, and on his way to Providence and farther north for a restorative holiday. He reports the national spirit in Philadelphia no less earnest than in New York.
Here the flag is on every public building, every store, every private house almost. The roof of No. 74 East Twenty-first is to be honored by a flagstaff and a big flag next Monday. The supply of bunting has been far short of the demand, and the stars and stripes multiply slowly, but steadily. The example set by Trinity Church on 19th instant has been followed. The steeple, tower, or pediment of every church building, almost, displays the national colors, and symbolizes the sympathy of the Church Catholic (and of the Church dissenting and schismatic) with law and order and national life…
Army and Navy officers (Virginians mostly) who are resigning their commissions just now, most indignantly censured, and even by men like Walter Cutting. Their resignations should not be accepted; they should be put under arrest and tried for their lives by court-martial as spies and traitors.
